Within the video editor tool you can select the timeline and zoom in to see all animation effects and elements at a frame by frame level.
If you want to control video at a frame by frame level you can select your video and then choose 'Trim' within the Video Settings panel on the right hand side of the screen. This will open a new window allowing you to edit a scene either by time (seconds) or by frame.
